Considérer l'histoire des persécutions dans l'ensemble du monde gréco-romain, fût-ce en concentrant son regard sur des figures et des événements remarquables ou exceptionnels, oblige à faire tomber bien des oppositions convenues et à dépasser des préjugés. Les persécutions ne résultent pas d'un choc de civilisations, créé par l'introduction de monothéismes exclusifs, juif et chrétien, dans le système religieux, polythéiste et politique, de la cité et des empires antiques. D'abord, on ne persécute pas une doctrine, ni une idéologie, mais des personnes dans une situation donnée. Socrate est mis à mort, mais son école de pensée subsiste et se développe. Les Églises sont décapitées à plusieurs reprises, plutôt que le christianisme n'est réellement éradiqué. En effet, la cité ne se définit pas comme une communauté de croyance, ni même d'opinion, mais comme une communauté de participation, où tout se joue dans l'apparaître et la pratique collective publique, même sur le plan religieux. On persécute donc le professeur plus que l'idéologue, celui qui se met à part ou qui est absent des grandes cérémonies plutôt que l'autre dans sa différence essentielle. Les Juifs et les chrétiens constituent bien, quant à eux, une communauté de croyance, fondée sur une Écriture révélée, mais les pouvoirs publics n'ont pas su ou pas voulu pendant longtemps le prendre en compte, en traitant ces groupes religieux selon le droit commun, celui des personnes et celui des associations, et en s'efforçant de réduire leurs croyances au plus large commun dénominateur.
